Honestly, regardless of the lore behind it and such, I don't think turning Dragoon into a pet class will be popular with a lot of Dragoons. A lot of players hate pet classes and having the class they played suddenly get saddled with a pet is going to make a lot of people upset.
Just look at what happened with Wanderer's Minuet.
If they add a pet class involving dragons, either it would be part of some branching Job system or as an entirely new Job. Personally I think there is likely more interesting options for new pet classes available in the lore.

OP said there was no good reason for DRG to not have a wyvern.
Others and myself have stated a very good reason for DRG to not have a wyvern.
You submit that not all humanoids are bad, to which I say the Dragoon order exists for no other reason than to wipe Dravanians off the face of the earth. Their equipment and fighting style was devised specifically to destroy dragons. They were born in the quivering, sweaty throes of a centuries-long revenge-gasm between man and dragon that continues even today. Even when they are not literally killing dragons, they themselves represent the annihilation of the Dravanian people.
To put it another way, I'm not even a dragon and I hate dragoons. How naive--no, how stupid--would a little wyvern have to be to side with you?

I don't think you quite understand the number conventions of the early Final Fantasy titles. We never got the real II way back, the II that was released outside of Japan was actually IV, they numbered it II so US gamers wouldn't be confused and ask, "Where's II?" (not that it stopped Lucas from numbering the first Star Wars movie IV) The real II wasn't globally released until it was ported to... iPads? The wiki explains it better.
Append: Ah, right. Learned again. The price one pays when one skims.

I'd say something that drastically changes the identity of a class like this wouldn't ever be implemented, but then I remembered all the crazies complaining about wanderer's minuet.
No, I'm not confusing anything at all. I'm talking about the one called FF2 in Japan, which was re-released on Playstation in 2003 with Final Fantasy I in a package called Final Fantasy Origins. I remember it pretty clearly because it was released on my birthday that year (a few weeks before I graduated high school). If you Ctrl+F, you can find "Final Fantasy Origins" on the same wikipedia page you linked me.I don't think you quite understand the number conventions of the early Final Fantasy titles. Final Fantasy IV was released in 1991 in the US for SNES, and that's the game you think I'm confusing FFII with since it was named FFII here instead of FFIV.
(Also, FFIII on SNES in US is FFVI Japan -- Just a little more clarification.)

I'm not sure you want them to add DRG pets... Look at SMN pets. They did that to help slower computers/ps3, and I'm certain DRG pets would end up being the same.
What I think drg pets would end up looking like.
