Do note that I don't think your idea is bad, but there are a lot of other tweaks I'd like to see worked on first

It's not just that, it's a matter of streamlining the user-interface and removing extraneous visual information. The green hue of your DoTs (and their timers) readily get lost in one's visual field if there's a lot going on as well- such as when fighting a hunt mark.
The real issue is that while there's a setting currently in-game to turn off the display of other people's de/buffs it also omits extremely important information like Antibody and boss self-buffs. That, and the ability to use Focus Target as a personal tracker should only be seen as a convenience.
I certainly agree these aren't essential changes, but that's the nature of most Quality-of-Life implementations. Suggestion 1 would improve QoL for everyone when participating in open-world content, 2 should aid anyone who desires a better means of tracking their DoTs, and both should be fairly easy to implement.

Also, I'm not sure if this is a problem with my client or the server but sometimes when I apply/refresh a DoT on a target inflicted with more debuffs than the current display limit (50 icons I think; usually a FATE bosses) mine doesn't appear in the target's debuff bar- forcing me to track the timer mentally. This is just a bug though, unrelated to my requests here, but suggestion 2 would probably solve it as well.
