    If I remember right, one of those time settings is always the same...like it's GMT/Zulu or something like that.

    Issues/changes in routing between you and Ormuco (NA) or KDDI (EU) would be something for your ISP to investigate first, as that is most likely tied into their peering agreements and routing policies, not something SE can address.

    The exception might be an issue at the exchange points into Ormuco or KDDI, as there could be an issue with the bandwidth or other peering details on their end where SE might be able to push their ISP into investigating. But anywhere before that is something that should be managed through your ISP first because their routing policies have put you on the path you are taking to get there.
