Those issues are cropping up more on your ISP's side of the equation...outside SE's sphere of influence. Need to file support tickets with your ISP to investigate. They are the ones determining your routing into Level3 and Telia, as well as whether you use Level3 or Telia. Your ISP also has the peering agreements with Level3 and Telia, so there may be a way to affect change within those networks as well.

Ok ... but SE its the only one who can centralize all users problems. SE doesnt 'must', but it's support is indeed needed to fix this. I doubt we alone are able to do anything with it. I had few calls with Customer Support few times years ago and all my problems turned out 'not to be problems at all as everything is working fine'. It still isn't in some cases.

Orange France customers are also affected by this issue. Opentransit is the hop that causes the issue for me.
Unplayable unless I use a forced route elsewhere. ISP customer support just says they can't change it, SE says they won't change for just one ISP.

Think they will let us change servers for free if this continues?

It is not a Server problem... it's all EU Data Center Problem with Orange ISP.
So .. the olny choice you have it is to move a NA/JP DataCenter..
(and all this ppl are playing in different schedules than you...)

Sounds like you were still dealing with a lower level of support that only works with localized issues. Well I tried a program called wtfast, it kind of got rid of the ping loss at least for today, didn't see much of it after I turned it on.
