You are only level 59 out of the maximum level 1290 (1380 if you count the 90 (30*3) free starting levels of the new jobs)
That's only 4.5%~ of total possible levels (or 4.3%~)

But that's just based solely on the jobs and the content you haven't touched yet and you are nearly at the time requirement anyway seems about right though if its still counting you as a "newbie" and you haven't fought garuda yet or gotten your AF1 gear.
Also makes sense to have you flagged as a newbie if you are rushing through ARR from an expansion design point helps explain a possible reason for having less access to higher ilvl gear.

I don't think most people have all level 60s though...

At level 43 I should have a stupid leaf on my head everytime I exit a dungeon..
