You are only level 59 out of the maximum level 1290 (1380 if you count the 90 (30*3) free starting levels of the new jobs)
That's only 4.5%~ of total possible levels (or 4.3%~)

But that's just based solely on the jobs and the content you haven't touched yet and you are nearly at the time requirement anyway; seems about right though if its still counting players as a "newbie" and they haven't fought garuda yet or gotten their AF1 gear which is where I probably would say is a decent bench mark for the average player.
Also makes sense to have the player flagged as a newbie if they are rushing through ARR from an expansion design point helps explain a possible reason for having less access to higher ilvl gear but I don't think it would make it to that point probably falls off before everyones favourite 8 man dungeons :P
