actually to be honest what has killed alexander savage is not really so much the normal mode, Like the majority of the player base I do believe it was necessary because lore shouldn't be gated by difficulty, gear should simple as that. The whole point of raiding high end content is to get cool looking gear to show off.
However the gear is just re skinned normal gear (lame!) and upgrading already existing gear (Lame again!) then also another main reason a lot of people are not interested is the static culture that was the main reason a lot of people didn't get a chance to do coil and now again savage. They might have removed lockouts but limiting gear makes it undesirable to repeat more than once a week so again people are gonna do it with one group and that is it. The system needs to be looked at again if there is going to be an actual interest again like there was in coil, removing normal mode is not an answer.
I think the issue is there is no real combat endgame anymore. The closest thing to combat endgame we have now is a harder version of something we already beat on duty finder. Which for a lot of us feels empty so we are now playing other games..

if you define coil as raid content but not the CT series perhaps you should take a look at this.

lol what almost everyone in CT just spams 1-2-3 or brd and mch who will just spam 1-1-1 and never get found out, now try to do that in coil or AS and you will never get anywhere CT is not a raid it just a boss rush for gear. and developers as you qoute dont define it ether its the player base who made up a majoirty of name in the game. when void ark comes out it will be a week of wipeing to get things down then after that its "rush the boss, and get out as quick as you can" if the loot you want doesnt drop make someone leave or just outright leave after said boss and then re enter
