This was explained in the 24th(?) live letter. They've reduced the number of dungeons from 3 to 2 so they can use the extra resources to make more new content over the course of Heavensward. The new exploratory missions are an example of said content.

And that's okay, but that was before they told us that the patch was gonna be late.

If you ignore the sky content that's on you, that content in itself seems to offer a more wide variety of things to do compared to what a 3rd dungeon would "add" in terms of roulette.

They literally made me swallow my words, seriously proud of SE. An actual NEW system to obtain equipment that isn't irrelevant, a different way of doing things.
