The announcement that EU players stuck on NA/JP cant transfer to (for free) has actually upset me because I feel discriminated considering that NA/JP CAN transfer for free.

I'm probably gonna pony up and pay anyway because Balmung is gonna get absolutely RAMMED. Unless I'm missing something, anyone can create alts on Chaos now and transfer them to Balmung for free, which is currently the only way to make characters on Balmung and has been for several months.
I'm already on Chaos (Odin) and I believe that this should be Free too, it would give our servers a boost to population and I'd love to make more friends too <3
My understanding was free transfers only applied to characters already on Chaos at the time of the announcement - check the date. Since the EUR & NA datacenters were all physically located in the same place (Montreal, Canada), the latency was either the same or worse. For me, latency was the same for my on NA, EU & JP servers. So, because of that, I can understand why EUR players decided to just stay on the NA recommended servers.
And while this doesn't affect me in the slightest, I see nothing wrong in allowing free transfers from NA/JP servers to EU servers. Or, hell, free servers to where for everybody.

In order to compensate players inconvenienced by this extended maintenance, those who meet the following requirements will have their subscriptions extended by the number of days required for maintenance:
Service accounts containing characters on the Worlds within the Chaos data center (Cerberus / Lich / Moogle / Odin / Phoenix / Ragnarok / Shiva / Zodiark) before Friday, September 18, 2015 at 9:00 (GMT).
Service accounts with an active subscription.
World Transfers
Because the Chaos data center is being relocated, certain players may find they are no longer playing on a desirable World. In order to address this issue, players will be allowed to transfer from Worlds within the Chaos data center to Worlds within the Elemental, Gaia, Mana, Aether, or Primal data centers free of charge for one week.
Residents in the North American region playing on the Chaos data center may begin to experience issues with latency after the transition. We ask that you try the game after the transfer, and if you experience connectivity issues disruptive to gameplay, consider using the free World transfer service while it is available.
* The free World transfer service will not apply to characters moved from the Elemental, Gaia, Mana, Aether, or Primal data centers to the Chaos data center.
As with normal World transfers, more than three days must have passed since last using this service. Please note that when applying for a World transfer via the FINAL FANTASY XIV: Mog Station, the total balance for any characters transferred from the Chaos data center should appear as $0.00. If your total balance is not $0.00 before finalizing your transaction, please confirm you are transferring characters from Worlds applicable to the free World transfer service.
Seems pretty simple to me. If your on Chaos, regardless of where you live in the world, and the datacenter move negatively impacts your gameplay, Its only right that your allowed to transfer for free since moving the data center was not your decision.
Anyone else not on Chaos, regardless of where you live in the world, remain UNAFFECTED by the datacenter move and are therefore OWED NOTHING.
Whatever your reasons, SE shouldnt be responisble for anyones decision not to use recommended regional servers, regardless wether you know exactly where theyre located or not. They likely new they would have an EU datacenter at some point in time, which is why Chaos was designated as EU.

they could also just be allowing migration in one direction first, then checking the stability and populations. imo they shouldn't have made the transfer "option" available, or at the very least advertised, yet. They do tend to make these "small" mistakes that are very easily flammable in the "western" mmo market lol.

And EU players have been negatively impacted for 5 years now. US players might have to *shock, horror* put up with the ping the EU players have had to put up with for a very long time. We can't have that!
Thats not the point though. The move would make their gameplay experience worse from what it was. Its like you deciding to buy a Smartphone with Android 5.0 and then then the Smartphone manufacturer forces a downgrade to an earlier Android version onto your phone after using it a few years.
