Basically: subscription extension for those with character(s) on Chaos, and free world transfer for a week - only if you want to move to a NA/Jpn world, from Chaos. I'd say this last bit is kinda unfair. -_- Especially with this explanation:

Actually yes, only people from outside EU might find their world no longer desirable.

If you are from EU and on Chaos, your experience will get better.
If you are from EU and not on Chaos, your experience won't change.
If you are from outside EU (especially from NA) and on Chaos, your experience will get worse.

Well if you arent sensitive enough to notice latency or delay issues, that's good for you I guess. Not noticing does make it more enjoyable to play.

Oh, I can notice latency just fine, thank you. I appreciate all the slide casting I can do to finish my spell and still get out of AoE, though it does make it annoying when healing. All the wasted heals when the spell didn't interrupt in time. I have to say the worst thing is your cast randomly getting interrupted when you start immediately casting after movement. That happens very arely, though. For me, the only time I fail to dodge an AoE is when I'm not sure myself if I got out of it, and sometimes I even got out even then. It's been like that since they increased the poll rate in 2.1 or whatever.

In addition to your ping that is. Also, it's more then 0.2 seconds. Closer to 0.4

It's only half of your ping, actually, because ping is the time it takes for information to go from you to server and back and position update for server doesn't care back the back part for AoE dodging. I think in beta the updates actually happened every 0.4 seconds in combination of your hitbox being a lot larger. It was pretty bad back then.

Anyway, my point was that randomly changing your direction doesn't force any updates, as it's a constant 0.2 seconds for the server.

I have pretty terrible internet actually, at least when it comes to speed.

Good thing that you don't need a lot of bandwidth, just good latency.

Also I really pity OCE players, since their salvation is likely never going to happen. :/

Pretty much until Square considers OCE countries as not european (Australia = Europe/uses the Euro? What..) yeah.. likely hood of ever getting anything good be slim.

If you don't feel you have a problem with the latency issues then good for you, but I'm unsure of what you're trying to achieve here by convincing others that it's not an issue for them. Because it is.

Not all of us have lightning speed reflexes and it can make me properly rage when I'm well out of AoE and still get battered. It makes me feel as if I'm letting the rest of the group down and gives EU players a reputation as less reliable, so less desirable.

On the subject of transfers though - anyone ticked off that they're offering free emigration from Chaos but no free immigration? I realise they don't want a mass surge of players joining Chaos but it also feels like they're saying "here is an improved service for you, but you have to pay extra to get it".
