It needs to change. Hell, Just use a double Reload animation while we're casting. Rationalize the bonus damage and Cast time as you literally stuffing an extra round or two in the chamber.
While we're on the subject of weird casting animations, I love Wanderers Minuet casting animation, though they REALLY need to speed up the shot animation post-cast though. Its still tuned for when it was an instant skill which makes a mess of the animations in general and has led to some weird unresponsiveness from my shots (This could have more to do with latency though).
