This is the reason why I'm not a big fan of this resurgence of DPS leaderboards, or at least how they're implemented currently.
There's nothing telling you what gear that person was wearing at the time, and it doesn't tell you if the group specifically altered tactics to inflate a single person's DPS.
At least back in 2.0/2.1, I only ever saw this kind of behavior in hidden away corners of the internet where someone tells a BLM they should be doing 450 DPS in Turn 1 while showing said person a parse of a single tank, overgeared ~1 minute kill. DPS leaderboards make setups like this seem like the norm.

You are correct when you say the biggest problem with this site is that you can't see what gear setup the person was using at the time. However, an experienced player can usually tell by looking at how often you're able to hit your GCD (they can figure out how much skill speed you have). You can also figure out how much STR gear they have on by their maximum HP. Little nuances like "Which STR ring were they using? The det/crit or the acc/crit?" are difficult to figure out.
To the person you quoted... he's probably NOT a loot whore. I have fairly good gear and in no way did I ever loot whore. Running 2 raids (split 4 mains, 4 alts where mains get priority on loot) plus the ability to get gear with pages makes gearing up extremely fast now.
I have thought about using various stats to come up with an estimated item level. In Warcraft Logs the item level is included in the logs, so I was able to make ranking brackets based off item level. While estimated item level would be nice... it still doesn't solve the problem of not knowing exactly what gear someone is using (from a tank's perspective). You still have to look at their total HP to make an educated guess on how much STR they have (substats really being an impossibility to gauge). Unfortunately, ACT doesn't record player stats (at least not to my knowledge) so it's not really a fault of your site.I have thought about using various stats to come up with an estimated item level. Another problem that hasn't been mentioned here is DPS cheesing. However, I doubt there will ever be a fix for that.

This is a problem with people not understanding how it works. To rank super high, is a team-game not an individual effort. Never has been.

The point is leader boards alter the meta and opinion of a community.
Someone who "cheesed" their DPS by having their party cater to them, or even worse like Bane-ing DoTs onto Faust adds/Titan's bombs, by even a slight amount will make people question if a player "just isn't good enough" if they don't match up to those numbers.
Simply put, DPS leader boards create unrealistic expectations from the community.
