It would take 40 days at playing 3 hours a day (A total of 65000 Esoteric tomes) and doing absolutely nothing but daily roulette's and dungeon farming in order to gear out every job in Esoteric gear. So no, they wouldn't be empty. This would infact probably encourage more people (%62 of the majority being DPS) to play as Tanks and Healers if gearing them wouldn't punish their main. Thus shortening the que times for everybody. This also doesn't take into consideration at all for gearing out retainer battle classes. Minion farming. Company Seals farming.
A per job cap as you said, would actually probably be a better route to go than anything.

This is right and wrong.
Its right in that what you say is correct...Until the 4oth day. But after that? When the majority of plays have there gear?
It would be awful.
Also not everyone levels every job to 60, so they will need even less eso.
2 or 3 months to gear every single class when it takes 6+ months per tier of new gear is a bad design, this game already has an issue with running out of content before more can be produced.
Id rather they keep the artificial longevity of eso caps and just let you do what OP suggested
