The only statements about XV being the last Final Fantasy are in terms of the games currently in development. They always have at least one Final Fantasy game far off on the horizon they are developing, but this time that far off game is the FFVII remake and not FFXVI. So FFXV is the "last" numerical game they are currently working on. Once FFXV is released and they are working seriously on FFVII remake, FFXVI will probably enter early development.

And as for adding dozens of new jobs, they actually care about balance in an mmo. Unlike in FF Tactics or FFIII, every job in FFXIV needs to be unique, balanced, and enjoyable. There are so many jobs in older FF games that were either worthless, or were immediately outdated once stronger jobs were available. There was no point in playing as a Monk in FFIII after unlocking Black Belt.

They aren't going to add all of these jobs to the game, but they can definitely add the aesthetics. We can see Monk outfits that look more like Black Belt, and Black Mage outfits that look more like the Magus.
