The first option is a shrot term jump, nothing in there says no parties.
The second option says no parties only communication and trading
So if the first option were used you could do anything, and if the second option was used you could trade, which would break the game.

Actually I did mention parties in the second paragraph of my post, but only for the purpose of doing dungeons and suchlike. Since many boss drops aren't tradable anyways, someone aquiring it through partying with people on a seperate server wouldn't have any effect on the economy as the only way to obtain gil from it is to sell it to a vendor, which would be exactly the same as spending an hour killing star marmots to sell marmot pelts to a vendor for 500 gil each.
Then if SE removed the XP/SP gain from killing enemies in dungeons, the only purpose for going there would be the gained loot. People wouldn't abuse the 'dungeon party search' tool as a quick way to level up like they did in Warcraft, so you wouldn't end up with hundreds of people sitting around Ul'dah waiting for their dungeon invite. Dungeon invites wouldn't come as often, but the people who enter it would be focused on the task of finishing the dungeon for goodies, rather than just trying to gain a rank or 2.
Or restrict how many times you could go into a dungeon using the party tool per-day, so as to stop people abusing it for levelling and reducing the strain it could cause on the servers as players bounce between one server to another for dungeons.
Though thinking on it all now, it's much better just to find a Linkshell on your own server full of friendly people and play the game with them, as it offers a more sociable personal experience, rather than meeting random people for an hour that you may never meet again for the rest of your time on the game. Better to spend time with friends than waste time with strangers.
