The problem with these mounts is that they are 2-seater. SE has to weigh their options on how to approach this. Currently you can't jump off a mount that's flying. If 2-seaters could fly now, nothing would prevent someone taking off and then going AFK, holding the passenger hostage (even if by mistake). Then you also have the issue of someone using a 2-seater to help someone else gather aether points for flying, or to have access to an area of a map they shouldn't be able to get to yet (such as Sea of Clouds or Azys Lla).

SE needs to develop a set of rules for 2-seater mounts when it comes to flying.
    - Do both riders have flight privileges in that area (requires additional checks for each zone and each rider)?
    - Should a chocobo with 2 people even be able to fly (weight limit rule which would solve all current problems, but be the most restrictive).
    - Can a passenger force a chocobo to land if need be?
    - Should teleporting remain locked while a passenger is on-board?
    - Can the passenger himself be able to teleport off a chocobo in the case of an AFK driver?

I'm not against the idea or anything, just saying how allowing 2-seaters to fly is a lot harder than 1-seater mounts due to additional factors that must be accounted for, which is why they can't fly already as SE decides how they want to approach the issue that's fair to the players but not time/resource intensive to develop.
