They'll make more dungeons, you just have to be patient.
Yes two per patch now and the current ones will most likely get shoved into a roulette that offers little to no Esoterics if their past formula is anything to go by.
If they're going to cut back dungeons to add other stuff that's fine, but there needs to be good variety of dungeons in the Expert Roulette.
Two dungeons every 3 months getting replaced by two others isn't gonna hold people's interest in running Expert Roulette, a lot of 'Eso farmers' as they've been dubbed are already spamming Seal Rock despite it lasting near enough the same duration as a dungeon which gives half the reward with roulette bonus and without.

I don't really care for either dungeons, but prefer Fractal to Neverreap. Mainly for the reason that SOMETHING about Neverreap, as soon as it starts it has me passing out. Like some sort of knock out gas on me :/ it can be 2pm and I had a full nights rest and yet I cannot stay awake during this dungeon and my fiancé is constantly prodding me awake. But as soon as I'm out I'm wide awake and fine. Every single run. I can't wait for new dungeons e.e.
So I'd rather do Fractal runs where I'm not a lame DPS barely putting out damage cause I'm falling asleep on my keyboard. Also. Fractal has minion and I needs it.
Casters mostly hate it because it's mechanic city(literally). And the last boss is taxing on the tanks and melee DPS because every time someone is hit by the tornadoes, the last boss gets an evasion stack.
Neverreap is easy, but I hate it because it's annoying. Fractal is easy, but far simpler. Even the last boss is easy. But what makes Neverreap hated is that I get it nearly every roulette. Literally 11 times in 2 weeks (12 runs).
We'll get more dungeons sure, but how many more of these dungeons will be bland add aoe sections and negligible mechanics? pre 50 ARR was perfectly tuned for leveling and threw decent challenges for the expected level of knowledge you'd have at that point in the game so why can't level capped dungeons be tuned as well? (level 50 to 60 leveling dungeons had the same issues with tuning like every dungeon has since the nerfing of WP,AK and Pharos.)
I hate NeverReap.. I cry every time its picked as my daily, LOL. For some reason I love Fractal, the music the looks of it, it suits me. It isn't that neverreap is hard or anything, because it isn't. Music sucks, and im not a fan of the look of it either. Just my opinion nothing more. It doesn't bother me that its only 2 for now. I know that even with the expansion just releasing they are working to add more continuously.
People hate it because the bosses all have a "can't attack boss" skill, which annoys all Jobs that have a buff that needs certain abilities to be used (Enochian, Greased Lightning, Blood of the Dragon). Continuum bosses don't have that. Continuum can also be pretty fast depending on how you treat pulls.No clue why people hate neverreap.
Run it with static friends and its fastest one.
First pull all them, then just pull all the way to end.
Boss goes down quick.
Gather those totem poll guys, then next room two bees and the tree.
Then two bees and the totem guys.
My pld friend has pulled 2 sets of bees and tree but need hollowground.
Other boss goes down quick.
Then just that pull at water, and then last pull take those garraffs to last group at water.
We run it with Pld, SMN, BLM and are Whm or astro.
Last boss can be pain but other then that it's fast.
