Why is new content not in party finder?

That's what happens when we've had nothing but 6 new boss battles total for a few months now (Bismarck, ravana, A1-A4). He said no one used party finder though, which is highly incorrect.

Also, nothing is stopping anyone from forming their own learning party....

Only six new bosses and yet it's spparently too much to add to the party finder
