Everyone opens with 3xF2 -> SC Flare -> Convert -> Flare -> Transpose, so we can just cut that out of the question and look at the rotation afterwards. Assuming 3 mobs:

4xF2 -> B3 -> T1 -> F3
4x3s + 2.5s + 2.5s + 2.5s = 19.5s
4x~540 + ~200 + 210 + ~200 = 2770 potency
2770/19.5 = ~138.46 pps

3xF2 -> Flare -> Transpose -> T1 -> F3
3x3s + 4s + (3s) + 2.5s + 3.5s = 22s
3x~540 + ~1276 + 210 + ~200 = 3306 potency
3306/22s = 150.27 pps

2xF2 -> Flare -> Transpose -> F3
2x3s + 4s + (3s) + 3.5s = 16.5s
2x~540 + ~1276 + ~200 = 2556 potency
2556/16.5s = 154.09 pps
