I hope you simply overlooked the parallels of what you just said, given who the Garlean Empire and Doma are drawn from. I'd hate to think you knew what you were implying and thought it was acceptable to do so.

Spoiler: the Garleans aren't the good guys, and much of this thread is very depressing to read. I think I'll go do something else with my time.

OP is categorizing all beastmen to be evil and untrustworthy. Beastmen have multiple tribes with their own ideals and goals that separate them from one another. It just so happens the particular tribe that summons primals attack and capture other tribe members as temper sacrifice to fuel their Primal's power. Ordinarily the beastmen keep to their own and leave the races of man alone, however the tribe that summons their primal deity require crystals, who has greater stockpiles and gathering methods and quarry to crystals than the races of man?

This is exactly what Allag and now Garleans failed to understand, you could say Garlean is already on a path to self destruction, as like what happened to Allag.

Most beastmen rather not hurt or kill a "child of man" as it will only bring more along with their wrath. This has been covered countless times in beastmen tribe quests. The tempered beastmen on the other hand do not act on reason, but on the behalf of a Primal that only wishes to become more powerful. And as we've learned in the MSQ, Primals are nowhere near as benevolent, let alone share the original memories, as their original form that existed so long ago (ramuh aside).

OP please try to pay attention, its not worth skipping and click-spamming through quest text and cutscenes as you miss out on the finer details of the world.

yes, we pretty much do. regular people are regular people. they just go about their day to day. we're not judging their citizens we're judging their government and military, and we know them, we've met their Emperor and a few general types already.

"Only our means differ" OP says, while ignoring that the empire's methods being genocide, brutal oppression, and slaughter of people who've already surrendered are kind of a big sticking point (and also ignoring that the empire doesn't "ally", it conquers). When most of a major power's leadership would apparently hear "war criminal" as a compliment, that means they're not ally material. Then there's the fact that ALL beastman tribes have good people in them (Brotherhood of Ash, Ehcatl, Idyllshire gobbies, and so on) and to endorse wiping out entire groups because of the perceived quality of their people is...at the very best, monstrous.

Like I said earlier, the fact that everyone on Aldenard had a hand in summoning Phoenix likely means the Empire would have no qualms with outright slaughtering an entire continent's worth of sapients. Even if the Eorzean Alliance allied with the Empire, they'd be one slip up from inviting annihilation.
