They very are much a distinct race. They have a third eye on their foreheads. It's usually covered up though so you almost never see it. At the very least they are a distinct race of hyur (e.g highlander).

That would explain their obsession with Allaghan artifacts then. I think that would be a neat idea, that the eye is a curse and through their conquests the Garleans are hoping to find an item of allaghan origin that would break the curse.
