    Technically speaking a 300% increase would mean it is now 400% of the original value whereas increased to 300% should mean that it is now increased from 100% to 300% meaning 3x the original value. Who knows though...

    it was confirmed in other languages that it's only been buffed to be three times what it was before. the English patch notes just suffered a translation error.
