I keep party chat up at all times, if it starts getting drama-esque I just ignore it. Only chat channel I have permanently off is alliance, 90% of it is pure drama and trolling, no thanks.
Yeah, I kinda don't get people who turn off their chat inside Instanced Runs, or anyone who doesn't respond to simple question in general either.
I ran A2 normal earlier as a DRG, and I asked if anyone would like to use the gobwalker, I asked it 3 times during the road to the last area, no one responded, only tanks communicating who wants N/S adds. Then someone said, well if no one's responding, I guess the gobwalker's yours, I thought, okay.
Then I walked up to one of the gobwalker, ride it, then this BLM rides it too! And so I thought, hmmm, 2 gobwalker would be overkill, so I dismounted mine, and guess what, he also dismounted his. Great job. Who needs communication, right.
I think some of those players don't even understand the language. It is sad that they don't want to communicate even if they were to know a lil bit of English cuz other players will make fun of them, yell on them, or ignore them.
As I said just some players classify on this category. The other people just don't care about others cuz they are ignored in real life and they want to do the same DMG that was given to them to feel better by doing it on other individuals or they are the ones that don't care and do those things in real life. I don't know why people with zero knowledge of a foreign language want to play it. If I don't understand Japanases why would I dare to play a game that needs/forces me to communicate with another humans being. If it were a single player console l, them yeah why not.
But therein lies your problem and the fault in this method. They won't learn. Kicking them isn't going to solve the problem because with dungeon finders it's too easy to just go get another group.
Quite simply everyone always thinks they're in the right these days. It's penultimate ignorance of the over 9000th level, but it is what it is. Kicking them is just going to breed more toxicity in this community and they're going to have no idea why they were even kicked. So how are they going to learn exactly?
A more productive action in the interest of teaching would be to full halt the run until they respond, or a few minutes go by and then just boot them since they're obviously not paying enough attention to ask, "Why did we stop?"
Kick them because they're fucking the run up, that's fine, I COMPLETELY understand... but don't expect them to learn from it.

I find it strange greeting foreign people, living around the world!
Or do you greet foreign people on the street in a city you never was before? o-o; I dont!
So, this is what I want to share about "Netiquette" I learned from playing a MMO with Japanese as the main source of playerbase.
In an instanced runs or when you get in a party using party finder (similar like that) they usually have at least an auto-chat to say hello/greetings.
Now, you might still say, you don't wanna greet foreign people because you don't greet others when you're in the city, I don't either, I don't greet people in Mor Dhona/Idyllshire/Limsa.
But when the game forces you, actually, you force yourself to use DF/PF to get an instanced runs, all 4 of you are stuck together in that 1 instance until the run ends, This is not the same context as greeting someone in town.
Tbh, I personally don't care either about greetings, I'll just automatically assume someone is more/less friendly from whether they actually use that small shortcut to say hello. what, it's only pressing [Enter]+[Tab]+[2]+[3] = {Hello!}
The first couple of times when I first got into dungeons, I notice that I don't really look at the party chat that much. Just until a stop for certain mechanics and whatnot only. Then, I got into trouble because I didn't notice the chat that was explaining more of the boss' mechanics so we wiped.
It wasn't because I didn't choose to look, it just seems that the fight took all of my attention.
In order to remedy that, I just put a notification sound for Party chat, the same as when someone PM you.
I would like to suggest to SE to put a notification sound for party chat as default, so people actually notice it.
