From the wording, it sounds like he was saying that we will never have meaningful content (content via Duty Finder, since he specifically mentioned that) based on 1v1 PvP. Perhaps 1v1 just-for-fun dueling in the open world (or in specific sub-zones of the game) may still be a possibility, as it doesn't sound like he declined that entirely. After all, that "this class can't beat that class" balance concern is a nonissue when players can simply pick and choose their duels rather than queue up against random opponents.
That said, I wonder about the accuracy of this translation of the interview. Subtle details can be hard to determine in translations.

An duel function is the easiest solution but SE need years to understand that.

We are months in and the wolves den is almost not a complete disaster. 1v1 pvp would be just a tacked on thing that would simply serve to piss off the pvp populations of the game. I feel like 1v1 would turn out like 1v1 borderlands duels... where people do them once and then never touch it again cause it's so broken.
As I said in other threads; no thanks to Duels even if I must fight with my scholar against another healer.

Seriously, most everyone knows that an instanced duel system with random match-ups would be boring as balls. But that's not true for an open-world (even if it's restricted to certain buildings or something) duel-request system where you can pick and choose your battles.
Duels are incredibly broken and imbalanced in nearly every MMORPG that has them. Most of those RPGs aren't balanced for 1v1, either. Yet, despite this, in these games, duels tend to be wildly popular amongst the respective PvP communities. Typically, duels are opt-in content with no reward, so the people that don't like them have absolutely no pressure to participate in them, and the people who do like them can participate to their hearts' desires.C'mon...

I know that feeling. I'm not very optimistic about it anymore, myself. However, I don't believe they've firmly denied all possibility of it, and until they do there is at least a slight chance.
Kind of like how there's a slight chance that they'll add small-scale PvP to Elder Scrolls Online.
In either case, we can only dream until (and unless) it happens. @_@
