Vertical progression is the problem, not the player base's response to it. Forcing long term subscribers to repeat content they hate, purely to keep lower level content viable for new players, is the issue.
Well then, maybe you shouldn't use the feature that will randomly give you something you hate doing.
I enjoy DD, I also enjoy AV. Funnily enough, I like them as both tank and healer.

I always laugh at people who would rather eat a 30 minute lockout than complete a dungeon that takes 30~ minutes to complete at worst. Even with new people.

You're playing an MMO. What the hell is wrong with helping new people? Or ANY people for that matter?
