I didn't play "months before the expansion came out". I played for 2 or 3 weeks. And no where on their website did they make it known.

As for the OP's complaint (or rather: lament) is not the issue of doing earlier content, but how very dull it is. (dull+ long)
BOOM! Also using the word "sufficient" was weak of them. They should have said players must have completed ALL of the MSQ.
It doesn't even take that long in retrospect to get to heavensward. But it's just as well, if fetch quests turn you off you're playing the wrong game anyway.

early access of the expansion is the same as the expansion w/o early access itself

"Shouldn't exist"? What the hell? If you have followed the story AT ALL, you would have had enough information as to why you CAN'T get to Ishgard. The only reason you can get to Ishgard is what happens in 2.55 story.
Allowing people who have not finished 2.55 into Ishgard would be an incredibly gaping plot-hole.

In an MMO where the story isn't as connected and each expansion starts as essentially a new story, probably. I'd think that by level 50 though you'd have picked up on how important story progression is in this game, so 2.1 to 2.5 being used to tell the story that connects 2.0 to 3.0 should not have come as a surprise.
Technically, the start of the story for Ishgard begins around level 35 or so when you first visit Coerthas...it's much more like the next chapter in a book rather than the next story in a collection of short stories (which is the more common approach in MMO expansions).
