I really dont see a problem with this. At least when someone gets kicked (for a good reason or not) the drama ends.

I'm convinced people are testing this new vote-dismiss system this morning to see how it works. That's the only logical reason I can find for the two consecutive groups I've had where people were just flat-out a**holes to each other for no reason at all. Healer refused to heal the MCH in the first group because he was apparently pissed we had a BRD and MCH as DPS. In the second group, the tank would literally stand in front of mobs for 90 seconds before pulling. Asked him what he was doing, and he would only respond with "LOL just wait".

I don't think you understood Nadirahs post.
Why prevent the kicked player from being able to queue in progress at all? A ban from the dungeon ID they were kicked from? I don't disagree much with that. A temporary ban from every other dungeons in progress? Why?
EDIT: Okay, so according to a poster in the other topic, the patch note has been revised.
The Duty Finder has been adjusted so that players who have been vote-dismissed are not immediately available as candidates for rejoining the same party.

Probably because it's much easier to implement and not being able to get in-progress for 1 dungeon run really doesn't matter. I always keep in-progress checked and only actually get in progress dungeons maybe 1/5 of the time anyways. Odds are you'd just get into a new dungeon.
When in doubt, assume sarcasm

If you got kicked justly, you deserve it.
If you got kicked unjustly, you shouldn't want to be in the same party with those people and neither would them. Returning repeatedly despite being kicked more than once turns you into a troll that applies to the 1st one. Your ex party doesn't want you.
If you got kicked regardless, allowing you to join in progress doesn't matter because the game can't give suddenly give you the same progress of the dungeon you went through just with different people. You could have been at the last boss of the vault and then end up at in progress aurum vale with 0 bosses killed. And then you'd whine.
Have a problem with this change? Then either you're looking to create a problem or have brain problems.
YES! now sit in your corner and think about why you got kicked!!! cuz i sure didnt waste that 4 hour kick button on you for no reason.
So the asshole cannot ruin your group but you are fine with him ruining another instead?
Also this thread is absolutely baffling.
I swear the community has some kind of weird paranoia where everyone is out to get them, be it trolling or telling them they are bad in some way.

Obviously you've never experienced vote-kick abuse. Unfortunately, it happens more often than many would like to admit. In the last week I actually turned down two vote-kicks on Expert roulette because they thought the DPS weren't up to scratch. Both times, the DPS were in ilvl 160 ish gear, clearly doing their best to earn new gear by getting law tomes and both times it was the tank that initiated the vote.So the asshole cannot ruin your group but you are fine with him ruining another instead?

That said, no one really wants to rejoin a party that they were kicked from anyway. They're obviously not worth your time any more than you're worth theirs.
