    - It doesn't matter if the FC gets their items back.
    - It doesn't mater what permissions were granted.

A shared FC safe that was left wide open is only the physical half of the situation. Motive and behavior are just as important when placing blame. Teasing, bragging, admitting the crime, messing up your 'story.' So much can be found out in a quick investigation; including whether or not the items were clearly stolen out of greed. It's a GM that has the necessary information to determine whether it was the fault of the victim or the thief in question.

The whole point of this thread was to fight the fact that players that do this sort of thing seemed to have immunity to punishment. Whether or not a GM can actually do anything once the investigation is over with is a different story. However, simply having a GM respond saying that they are at least willing to look into these types of situations to protect its player base is a huge step in the right direction. It's also deterrent for those thinking about it.

But the person didn't do anything against the rules. It wasn't technically theft because the items were open for anyone to take, not that there are any rules against in-game theft anyway.

While it wasn't really a "nice" thing to do, and the "thief" is somewhat to blame, it's actually more the FC leader's fault. He didn't set permissions, so by not doing so he effectively gave permission to take anything in there. Consider a benevolent player who takes and uses everything he has access to in the FC, since that's obstensibly what it's for. Only difference is he doesn't quit. What's your reaction then? Are you going to make him pay for everything he used? That's hardly fair, since he was given free access to it.
