Coil is considered Primal themed Raid in my book because the entire story of Coil focused on defeated Bahamut just like Alexander's Story is about defeating Alexander.
CT is more Allagan Ruin raid because it focused on the Allagan's Empire itself with us facing the former Heroes of the Allagan Empire and the Former Ruler along side what allowed his Empire to prosper being the contract with the Cloud of Darkness.
I have to disagree.
Coil was all about what terrible people the allagans were and how them being terrible people was directly responsible for bahamut being so pissed off. Not to mention the allagans were directly responsible for bahamut being reconstructed in the first place with their simulated prayer engines. Bahamut may have been the final boss, but he was far from the star of the show. He was just another consequence of the allagans' tyranny and hubris. 9/12 bosses are either some allagan experiment gone wrong, allagan tech, or enslaved mercydians. Honestly you could consider it a full sweep if you consider the reconstructed bahamut and his 2 tempered followers a consequence of the allagans (which they are).
Alexander on the other hand follows the traditional primal story of being brought about by worship through actual followers like ifrit, titan, etc... Illuminati hear stories of a walking fortress, worship the idea and make it a primal. Every encounter is some crazy gob machine, illuminati or some piece of alexander. Solidly primal through and through.
