Most of the prior to that strategy attempts at spawning Nuny tried to drag out the number of monsters by timing out the infinite Sandworm spawning "Revenge of the Worms" and the Infinite Golem spawning "Soul Man" FATEs. There were several Nuny spawns without one hour of no failed FATEs.

My theory is that the "Let no FATE fail for one hour strategy" allows the condition to be met due to the number of people needed to prevent all FATEs from failing causes the Culling/Battle FATEs to scale to the needed level.
