We need private instance housing

I would like to see a smaller perhaps townhouse style of housing where there is a large shared garden space in the centre of a square which each townhouse shares a small square in. You could then add much more housing with less data simply because you could reduce the maximum amounts of item allocation e.g. 10 for external 50 for internal. Make townhouses similar in size to that of the original small house or a FC room, it then allows people some external individuality alongside internal furnishings Just doing that alone surely you could create a ward with double the amount of small houses as they use up half the amount of item data. It could also cost half that of a small making it affordable for entry level.

Allow that to be personal housing and give all the old plots back to FC's only and refunding any owners of other houses what they paid for it. This would also create much more vibrant neighbourhoods for the FC's, larger spaced out houses occupied by 10-50+ people instead of individuals and closely packed townhouses occupied by individuals that would create more of a community.
