This item description might be relevant, as I noticed it during the quest and thought it the first mention of Allagens and Religion I had seen.

Allagan Crozier - L55 ALC Quest

Though labeled a crozier by the Sons of Saint Coinach who unearthed the relic, it is unlikely this crooked staff was used for religious purposes, as it is well documented that most late Fourth Astral Era Allagans abandoned the theological in order to pursue the technological.

Ah, but it does hint that they were religious at one point. It certainly makes sense as to why we have(had) runestones and structures honoring The Twelve. Also, that quote seems to imply that the ruins found at Saint Coinach were late 3rd Astral Era, meaning "Belah'dian" ruins are likely early-mid 3rd Astral.
