No. You are incorrect.
I did so looking in to this a long time ago i think it may still hold true; if the gear you're equipping favors you class but you are not of optimal rank the maximum you get off of it is 80% (at one rank below [did the check with a dodoskin harness and a leather jacket at rank 24 PUG]) and if are of optimal rank but it does not favor you class you get (IIRC)~66% (fingerless sheepskin gloves as a > rank 8 WVR).
Old but still true

Stop being retarded please, thanks.
i agree with op too, i think they did it the way they did so it worked like being geared in cap zones in ffxi. in reality that is all it really should of done, but it looked like it got screwed up. a rank 50 at rank 20cap geared up still is one thing but it should be only for caped zones if we even get caped zones anymore lol. other then that people need to buy new gears every 4-5levels and progress threw the game correctly.
Required Rank Restrictions: Leave gear on retainer or wait to buy it until you meet the requirements.
Optimal Rank: Leave gear on retainer or wait to buy it until you're at or very close to the optimal rank.
Same thing. Somethin' to look forward to.
Exactly. I bought a harpoon that I *could* use, but my current equipment is still better. Fact of the matter is, I *COULD* use it, but I choose not to. Next rank, I probably will, since it'll be better (albeit not optimal). Why take away that ability to choose?
Also, sometimes it's significantly cheaper to buy something higher rank than something optimal too, but someone's probably already brought up that point by now.
This.Optimal ranks with an actual, meaningful stat-disadvantage is a brilliant system. Optimal Rank system is better than Required Rank, especially for a game where you are always switching classes.
Please do not encourage SE to remove another GOOD FEATURE the game was released with (another feature that needed ADJUSTING, not deleting).
The problem isn't the system, its that the balancing of the effects isn't easily apparent and and their potency is debatable. Secondary attributes (stat boosts) should be decreased by heavy amounts (-25% at -1 the Optimal rank, significantly more as you move away from it), and defense should be 10% less than the average for gear of a particular rank outside of the gear's optimal rank.
This allows people who have high level characters but want to level lower level classes to wear their regular gear or buy higher level gear they'll eventually grow into, but be at a slight disadvantage compared to people who buy properly assigned gear.
Fun fact: Just because something gives YOU a sense of progression doesn't mean it gives everyone the same feeling. Just like how many people don't like the Optimal Rank system, many people do -- and neither side should be forced to conform to the other's whims. The current optimal rank allows for both sides to do things their way, all you're doing right now is demanding that everyone should have to do things YOUR way.
If you want to buy a new set of gear every 5-10 levels, be my guest, you get to be the "superior" player until Rank 50, but don't harsh on people who prefer buying milestone sets (say, 10-15, 30-35, 45-50) and grow into them progressively.

Moving forward, gear that is introduced from notorious monsters and other such content will have requirements placed on them as we will be phasing out the "Optimal Rank" system for that loot. With new recipes being introduced in 1.19, the old recipes will be lost and it will not be possible to make that specific piece of gear anymore going forward. (For example, please see [dev1016] where it shows the change from a Hempen Doublet to a Hempen Doublet Vest)So only the currently existing versions that exist prior to the change will feature "Optimal Rank" features.

Is it me or everyone just go to topic and say your are incorrect. Because it's not something they want? even if you give them hardcore facts about the issue? Or people are just so selfish that they don't care even if the issue would mess up there gameplay? just to have something that could easy be fix with a easy system?
Then they just call you "Troll,QQ,go back to ffxi? when the point of the forums is to do what this topic is doing? i have no hope for FFXIV if this is the type of people playing it. Maybe when P2P come this would die down a little
anyways i agree with the OP in every way and you could easy come up with something that allow players to copy/paste the look of gear onto a underwear.
