You can give them a parser but what does that tell them that their rotation is wrong? The game could've told them their rotation was wrong eons ago. If you meet the ilevel requirement a dps problem is 99% of the time. pressing buttons too slow, pressing the wrong buttons or ignoring a mechanic.

Bismarck HM gets brought up, you don't even worry about the buff there. Basically outside of Dragon killers and the generator which a healer is typically handling... the team just does damage, which should be mad simple but isn't since players don't know their rotations.
You get skills slowly and many times are designed to ramp up the rotation as you level. If someone did not/can not figure it out mmos might not be for that someone. No other mmo explains top dps rotations and many times even top players need to number crunch and debate to come up with "best" rotation. The story fates and dungeons in no way need the best rotation anyways just a normal understanding of the class and at least an understood priority list.
