You can use macros for your opener or something I think, but even that, I won't recomend.
I am a PS4 user too and found a way to set up all new skills in 2 sixteen-slots bars.
Do not use macros...just don't. All kinds of bad.

Why play using a hand when you have two?Yeah yeah, everybody who does not use a macro is amazing and those who do just flat out suck right? Don't care. I use it, i'm not a burden to my static, i can pass the DPS checks and it allows me to play how i want. Would my DPS be slightly better without it? Yeah definitely. Would i be more stressed and have less fun? Yeah definitely.
Dps check? Probably 2.0 or doing expert.
Primal extremes, alex nm or savage, you will not pass the dps check.
I think you overestimate how detrimental macros are lol. Unless of course we're talking about some all encompassing macro that has every single ability tied in and only makes you do Heavy Shot as a result. Simple ones like that Misery's End/Bloodletter one don't affect DPS as much as you might think for necessity outside of Savage. You'll do a bit lower using it, but it's not going to be a difference of 0 output for using macros to 1000+ without lol. The sky is not falling for using macros. Definitely don't use it if you're struggling on DPS checks or in progression Savage though. People treat harmless playstyles in content that isn't causing problems for them (even if it means 1min more on a dungeon run) as though it were ebola. Time to freak out!

I have a Battle Voice macro for raid reasons, and I put RS/IR/HE/BfB on one macro (not in that order). You'll be able to weave your CDs without any lag, otherwise everything else is manual.
This game just has to many "activated" abilities. I have really come to like the style that ESO and Wildstar uses. 5-10 activated abilities is really all that is needed. What are we gonna do when we are lvl 70 or 80...wont even be able to support controllers any more lol.
