My point is that the game is built around not having str build. That they don't expect tanks dps to be that high and it is counteracted by abilities that have lower dps but higher hate generating ability. I would also beg to differ about dps being largest hate generating ability in the game over healing would like a word with you.

Probably because healers will focus on healing as little as possible. They dont use TP as a resource after all.
