If you are going with AE + Duality, you won't fit Kassatsu. But yeah, that's what I usually do, then naturally Raiton when it's up + Kassatsu Raiton fight after.

Nah, the thing that can't fit is actually Raiton. Unless your ping is on about 50.

If you go with 20~40s Huton wait time:

Suiton > SE(BFB) > GS(Kassatsu) > DE(IR) > SE(TA) > SF(Ninjutsu) > MU(Dream) > SE(Mug) > GS(Dual) > AE(Jug)

Jugulate will not reach the TA, but if your ping is reliable enough you can do Dual + Jug before AE, risking AE to get out of the TA window, but still higher chance of happening.
Whenever possible I use this opener.

Im sorry but I'll have to ask you to elaborate a bit more on what you mean with this line. Since on the opener I presented I am handling DE myself, just like in you are on your case, altho yours doesn't include a Kassatsu action (not that it matters tho, since Kassatsu also works as an insurance).

Raiton vs fuma.... My ping is 55, so my cast would be .555 .555 .555 .555 totaling 2.22 cutting about .2 into my gcd or 1/10 of a gcd. Say an average gcd is 250 potency and 1/10 of that is 25 potency for me to cast fuma would be a reduction in dmg.

100 ping about 50 potency difference
150 ping 75 potency diffence
200 ping 100 potency difference
220 ping 2.88 second cast .83 more than my current gcd less than half a gcd which arbitrarily i valued at 250 so .415 or you lose 103.75 potency

UNLESS YOU PING IS HIGHER THAN 220 USE RAITON PLEASE.

Edit: I didnt think about one thing the time it takes you to que up the next ability afterward.

So it would be .555x4 + queing next ability of .055 or 2.275 for me at 55 ping or .27 into a gcd or .135 of the gcd potency or 33.75 potency lost due to ping for 55 ping

you can use this formula for any ping
One other thing to thing about is raiton potency vs a gcd potency isn't and 1=1 thing I'm not sure what the weight of that is
