If BLM are already not using it, and doing competitive dps, is it necessary for them to do more free dps?

By competitive dps you mean below drg, monk, smn and ninja?
Thundercloud being offGCD would be a SLIGHT buff to dps to make up for all the dps blm lose when movement is involved
However i would rather thundercloud extend the duration of enochian by 5 seconds and thunder have its potency increase a bit
Enochian has a whole need some sort of duration increase because after the first refrsh, you cannot even use firestarter or thundercloud before enochian run out. And going back to 2.0 rotation is a massive dps loss because you can only fit 4 fire I in the rotation instead of 5

It's not a matter of us doing "Free dps" - it's fixing the issue of having one of our signature skills being completely useless right now.
