I guess I've been doing it wrong this whole time then. As a Caster 99% of the time I use the LB unless it's the last boss if there's a melee in dungeons.
It rarely ever fills when the first boss has been downed or usually just finished with like 5% left so I save it, have the tank do a big pull in the next area, and burn it then. It comes back after the second boss and I'll ask if they want to do it again. If not to get level 2 for final boss I won't use it, if they don't care, its another big pull with LB coming down hard.

Depends. If it's still a long way to go before the next boss fight, then you might as well use it and build up as you make your way to the next boss. You'd think people would do this more since everyone wants to speed run.
Monks lose all GL stacks, and it interrupts the super-tight DRG rotation, and pretty much every other job loses their buffs and debuffs during the cast. DPS LBs aren't a fast-cast like the Tank or Healer LB. You're basically sacrificing your next 30 seconds or so of damage output for one giant burst, so you want your next 30 seconds to not have to matter. There's also this thing called "saving it for the healers."

I seen one use it in the vault in the 2nd boss, and completely missed the guy.
I was crying so hard in laughter. He stood there for like 5 seconds all dumbfounded.
LB's are not that big of deal though. In normal dungeons it's whatever.

Not only that, healer LB isn't quick either, at least Lv3 anyways. I'd bet about 80% of the time that a healer uses LB3 they WILL die locked in the animation while some mechanic or two is blowing up on them
Edit; Oh yeah, and then there's the hilarity that sometimes your dead DPS don't see that LB coming, healer instantly raises them and they just stand there and die. That one is more from not paying attention, though

I see that happen all the time on Ifrit HM where a DPS uses a LB and Ifrit trolls them by jumping off the screen.
I don't mind necessarily, but I do still have to get used to them not having healer LB anymore. Yesterday doing Ravana we were close to a wipe, I thought "Ah we have a bard, he can LB3 soon to get the healers back up" then realized they have a damage LB now. I was a sad bunny then :<
