If you want to make the game prettier and more defined there is SweetFX. Unless you're running a hardcore rig, you're going to get massive FPS drops and overall a horrible experience if you want to come even remotely close to that (which you wont)

besides I like how calm and clear the water is. Seeing the Batman waves is off putting to me personally.
OK, Batman might be a bit much.

However I was expecting at least Assassin's Creed: Black Flag level of water,

I mean how old is that game?

Heck here is the PS3 version,

Seriously, the water looks better with tessellation off than on with those artifacts (as shown in the posted picture).

You are literally comparing a single player game with VERY minimal variables that plays on tracks to a MMO with thousands of players doing any number of things.

A Veteran MMO gamer knows that the experience of the game is stretched out over years, and if crafted properly, it leaves players with some of the best gaming experiences to be found anywhere.

No offense but it's 2015. Is there a single person left in the world that isn't running at True Color (24/32 bit)? O_o

Black Flag is pretty sandbox if I'm right.

Not to mention other MMOs can do water without weird artifacts.

Seriously, GTA V on the PS3 has better looking water than FFXIV on my mid-range PC.
