A theory that sounds good on paper often is terrible in practice. The practical result of your suggestion would mean needing to actually deal a decent amount of damage on each target, which would ultimately mean DPS classes get the better results. Tanks and some healers damage won't compete, so they'll get significantly less contribution if they're required to deal a certain amount of damage per target.

It also doesn't address the issue of AoE. A White Mage can spam Holy in a crowd and probably get a good contribution score, but many other jobs have AoE that are lacking in 'oomph' such as Scholars which rely on damage over time or Paladins who basically rely on tagging targets with Flash more than they do damage.

I'm sure even you've considered these glaringly obvious points.
