Think about it this way, from the way the game naturally progresses you. You start as your class. You are "gated" on changing classes until you make a certain amount of progress. Afterwards, you are free to change your class to any class you unlock. You are then "gated" on jobs, based on your class level combinations. You can play any job you have the right levels for...

Unless you want one of the new jobs. Then you need to beat all of 2.0 - 2.55, get 50, get geared, get to Isghard, and unlock the new classes. There's a pretty wide gap between what is required to unlock PLD and what is required to unlock DRK.

It isn't about whether "some" story gating is new or not, it's about the quantity of story required. I even stated in my example that yes, this is a requirement for other jobs, but not to this extent.
