You can't even buy the 115 stuff till you get to Ishgard, so how would that help you get past the 90 hurdle before HW?

I think it might be quest rewards. I noticed that I could sell the quest reward stuff that I hadn't yet used. Not sure that extends to purchased gear at vendors as well.

Things become bound when you first 'use' them after equipping them. So it's not bound until after the first time you were wearing it and then slayed a monster, or completed a craft, or gathered your first item, or fished your first fish (etc etc etc)
