spear is maybe the most powerfull of the whole. i'm not joking, if you put it under +50% of effect, it lead to a -30% of cd, place it on any machinist and it will be a pure bliss for him, since it do play with tons of CD, when you think about 20-30 second less for the next phase of burst it's very powerfull.

actually it work for any dps that use CD for complement them dps, well used the spear can have a really huge increase of dps, since it will reduce the time between the use of CD like Blood for Blood for example.

ps: one point very important, Spear don't reduce the CD that are running, but the one that while start while having the buff.

I agree. a good MCH makes great use of it. Then I get a crap MCH and feel like I wasted a buff.....

i play with a friend with a vocal, we coordinate the buff and all, and he ask for it himself, he prefer this at balance buff actually. since less time between CD will be far better than a flat +10% or +15% dps for him.
