Well, the only difference really is convenience. Anyone has always been able to get a second service account, and then they can trade things between their alts, each alt can have their 2 free retainers, and so on. It's everything the optional retainer service does... just moderately more annoying to do (and moderately more expensive). People just never really considered that before because it wasn't something that was really pushed or discussed, and most people won't think of having multiple subscriptions for the same game. Likewise, you could create 7 alts and use an FC bank to exchange items between them, thus gaining 16 retainers per server in one single subscription... but again, it's less convenient. Most people won't think of that either because it'd mean not being in a real FC, and constantly swapping between characters. But if there really were a big in-game economic advantage to having so many retainers, then savvy market players have surely been doing this all along and just not advertising it.
Basically, this change takes something that was previously reserved for the super-dedicated and makes it more accessible, increasing the potential for more people to do it (and thus the potential for S-E to make more money from it, of course). But you can't buy a bigger advantage than you could already have or buy before, they've just reduced the effort involved.
