Considering it's a buff that effects our Skill Speed, it most certainly will.

Correction, it affects your Attack Speed, which is some form of base speed increase on your autos and GCDs. Skill Speed itself doesn't get impacted by Greased Lightning in any way, so I'd have to assume no.

Yeah, I doubt very much that GL will have an effect on DOTs since it's an attack speed buff rather than skill speed.

I am hoping that the parameters they are "adjusting" on Shoulder Tackle is removing the dead zone. Not really something that is that big of a deal, but the dead zone is a little annoying sometimes.

I see no need that they would need to. Other classes have very powerful DOTs as well that are in the same position that Demo is in.

someone please don't forget to test internal release as well.
IR says it increases critical hit rate (which should also increase critical strike damage in 3.0), but it doesn't show in the character stats page. so it might or might not increase the damage of critical hits.

i tested other buffs that changes stats (brd's dex buff, whm's ss buff) and it changes their stats on their stat page. only ir seems to act this way.

Affects both ninja and monk the same since its dealing with Auto attacks.

Mudras don't affect AA, only skills.
