Having 1v1 pvp on the overworld would be a terrible idea unless its in specific areas. To address some of the thoughts going back and forth about this topic here are some additional points. With all the stuff going on in the overworld FATES, Leves, Quests etc. we already have a ton of things going on around us and yes I and I am sure others do not need additional things going on around us that serves no point since nothing will be gained from it. Also the point people are making about testing their skills. You can already do so its called striking dummys. Someone also mentioned having this because queue times. Well sorry to say but no one likes queue times. If queue times were a huge issue and I am not saying long times aren't annoying then no one would ever be a dps class. I don't 100% think their shouldn't be 1v1 somewhere in the game but an already cluttered overworld is not the place for it.
Striking dummies are utterly worthless as far as PvP goes. For PvE they're fine; You have your static rotation, as does the boss, you practice that rotation and fit it around the bosses. For PvP you aren't fighting some scripted AI, you're fighting an actual person. Practicing on a dummy doesn't come close to good enough.
They're also utterly worthless for practicing perhaps the only faucet of PvP that really needs practice; Healing. Healers get focused in PvP, that is a vastly different scenario to PvE and requires some degree of learning to deal with. Currently our only option is to learn that in team matches, which naturally puts your team at a disadvantage. Duels would allow healers to become accustomed to their role in PvP without it impacting team games. There is absolutely no way you can simulate that practice on a dummy that doesn't move or fight back.
Here is the difference though; You're stuck waiting for a queue for PvE content? There is plenty of PvE content you can do in the mean time. Stuck queuing for PvP, meaning you want to PvP? There is no PvP content to do while you wait what-so-ever. Zero. Zilch. Nada.

You are correct but this isn't a pvp game by any stretch of the imagination. If all you are on the game for is pvp content then this might be the wrong game. While you are queued for pvp stuff you could just as easily do pve content as well.
Thing is, when I queue for PvP, it is because I want to PvP, doing- frankly mindless -PvE content does not scratch that itch. Duels would. If I wanted to do PvE content I wouldn't queue for PvP in the first place.
I don't play this game solely to PvP, I play this game because it has such a wealth of varied content (though some might disagree, between decorating my house, Triple Triad, various relics, crafting and gathering, Coil and Hunts... Oh and PvP, I'm spoiled for choice whenever I log on), PvP is a part of that. Sadly something as basic as duels is missing from that, and so far no one really has a good reason as to why. All I've seen is a bunch of people with an irrational hatred of PvP that ignore every rational argument thrown against them; Despite numerous attempts to remind people that PvP is balanced separately from PvE, people still have some insane fear that duels would somehow corrupt their PvE balance, it's absurd.

I get you. At least if they are going to add the content we can hope that the devs will do it in a manner that will satisfy all players whether they want to participate or not.
Didn't they already say no to this?
I found this quote from the Letter from the Producer at E3 2014.
Are there any plans to add 1v1 dueling?
As for actual in-game content, we aren’t sure we will as we don’t know if we can add it into the system and then make fun content. We do understand that players want to use Dueling as a test for looking at dps, damage, armour, etc, and this is something we would like to do.
I would like it. I think so long as it's outside towns and voluntary it shouldn't be an issue. Don't like it then don't do it.
I wouldn't mind if they opened a server on each datacenter for open PvP. Your character is immune to PvP until they join a Grand Company. Then they're fair game.
