I didn't see anything in the Collectors/Physical edition about a game disc. There is one with additional content but the game itself will be downloaded/updated by everyone from the servers regardless of which edition you obtained.

Except none of that is shown when you go to buy it on the SE store or on Amazon for that matter. When you select PC Download it just shows that you get the game sans special extra physical items. I'm fairly certain that mock-up image just showed the box because it's hard to visualize a digital download. Regardless you should be able to download once servers go down for maintenance.

Not sure how PC works but when I ordered the ARR CE for PS3 I got the disk but never had to use it.

Of course it's not going to be shown when you select game download, considering that's the digital version. I think "game case" makes it clear that it'll come with a disk, unless they intend on a game case with nothing inside which makes no sense.
