I can tell you as a fact that even 40-people-anything won't ever happen on the smaller servers. Why make content we can't even play?

How about if world bosses scale in difficulty based on the number of people participating and you only need 5 to 10 people minimum to get started? How about if said encounter also doesn't require you to invite people into a party and everyone gets credit? How about if there is no dedicated healing or tanking class and any old combination of players will work? If you're going to pick and choose content from XI, then surely you have to consider something like Kirin/Sky or Dynamis where a single LS could field these kinds of numbers AND run into competition from other LS for the same time slots. You asked earlier why make content no one can experience, but why are you trying to frame this content with the constraints of the current server populations? If you want to grow the game, you have to think big. If this kind of content (and ultimately FFXIV) are good enough, people will play and experience it. If its not good enough the game may fail, but thinking big and going big certainly won't be the reason why.
Also, for the scaling portion as others have mentioned, it could scale based on how many people are currently engaged, or they could use the "Reinforcements" feature they have alluded to more than a few times. Start killing a monster fast enough and maybe it calls in a few friends for backup. Instead of one Great Buffalo maybe you run into a stampede? Kill Fafnir fast enough with enough people and maybe Nidhogg appears?

Yeah I can agree with all of that. But they do need to first solve how people find each other for these events to begin with.
Scalability sounds good and when N.Yoshida was hired for XIV he wooed the audience by hinting at including a dungeon finder or something similar.
