    RotZ was tied to FFXI vanilla, and you had to do the main quest until rank 5 to unlock it, BUT, RotZ is also the reason why you're allowed to enter Norg in the first place, yet, you could walk there freely to unlock NIN and SAM.
    As for CoP, it's whole plot is started by the end of RotZ, they just don't mention it until very late in the story.
    You missed where she specifically mentions the quest that tied Zilart and Promathia together, so I bolded it for you. Yes, you needed to have beaten Zilart AND Promathia to unlock the quest where you, literally, fight Promathia.

    Correct me if I am wrong, but wasn't Eald'narche the last boss in RoZ, Promathia in CoP, and Kam'lanaut/Eald'narche in Apocalypse Night?

    Ah, right... my bad. You stop them from trying it all over again. Still, contrary to what was posted, you don't need to even go barely any length into Zilart to start Promathia. Promathia starts as soon as you enter Delkfutt's for the first time.
